Two-side power has entered the areas of technology, entrepreneurship, design and architecture of the organization and strategy. Due to the specific circumstances of the national economy as well as to the fight against financial war and financing issues, defense economy in the Islamic Republic of Iran requires a two-side power approach. On one hand, the geopolitical position of the Islamic Republic of Iran in the marine sector defines Iran as a marine country in the oceanic sciences. Today, the sea as a divine gift for Iran is of military and economic importance in addition to its political and geopolitical significance. In other words, the sea has the potential for a two-side power approach to the defense economy. This study follows a two-stage qualitative research approach. In the first phase, Alfred Mahan's theory of maritime power will be criticized and theory of marine civilization will be presented instead. In the second stage, through semi-structured and guided interviews with eight experts, the necessary solutions to execute marine civilization with the goal of two-sided power in defense economy is provided.
