Abstract
In the complex and dynamic security landscape, and given the necessity of enhancing the country's military capabilities, selecting and implementing optimal financing methods in military organizations is of strategic importance. This research was conducted with the aim of analyzing financing mechanisms and determining the most effective ones in the military domain. The methodology was such that first, by utilizing theoretical literature, comparative studies, and expert opinions, two main financing axes were identified: "budgetary" (government budget and loans) and "extra-budgetary" (sustainable revenue from assets and technologies, privatization, domestic and international joint projects, capital markets, and public participation). Subsequently, indicators related to each component were designed in the form of a researcher-made questionnaire and presented to 55 experts, specialists, and managers familiar with military financing. Following that, the data were analyzed using mean test, standard deviation, one-sample t-test, Content Validity Index (CVI), factor analysis, and factor loading. The obtained results indicate that all components, except for public participation, have high mean values, statistical significance, and strong factor loadings. The factor loadings were mainly reported above 0.9, and the significance level for all indicators was at 0.00. These results demonstrate the effective role of the identified components in financing military organizations from the perspective of experts and specialists. Furthermore, other findings of this research show that utilizing extra-budgetary methods, particularly joint investment, privatization, and leveraging capital market capacities, can reduce dependence on traditional budgetary sources while ensuring the financial sustainability and long-term efficiency of military organizations.
