نقش حمل‌ونقل در توسعه امنیت پایدار ایران با محوریت بیانات رهبری(مدظله العالی)

چکیده

پژوهش حاضر با هدف واکاوی نقش زیرساخت‌های حمل‌ونقل در تقویت امنیت پایدار کشور بر اساس تحلیل مضمون سخنان و ابلاغیه‌های مقام معظم رهبری انجام شده است. در این تحقیق، مجموعه‌ای از ۴۱ متن رسمی شامل بیانات، پیام‌ها و سیاست‌های کلان مرتبط با امنیت ملی، توسعه اقتصادی–اجتماعی و حفاظت محیط‌زیست با استفاده از روش تحلیل مضمون بررسی گردید.
یافته‌ها نشان داد شبکه‌های حمل‌ونقل علاوه بر پشتیبانی عملیاتی از نیروهای دفاعی، در افزایش تاب‌آوری اقتصادی، کاهش نابرابری‌های منطقه‌ای و ارتقای حس امنیت اجتماعی نیز نقشی اساسی دارند. رهبری به‌ویژه بر گسترش زیرساخت‌ها در مناطق مرزی به‌عنوان ابزاری راهبردی برای حفظ اقتدار ملی و انسجام سرزمینی تأکید داشته‌اند. همچنین، توجه به حمل‌ونقل ایمن و سازگار با محیط‌زیست در راستای تأمین امنیت زیستی و سلامت جامعه برجسته شده است. همچنین نتایج تحقیق بیانگر آن است که ترابری به‌عنوان یکی از پایه‌های توسعه پایدار، پیوندی چندوجهی با امنیت ملی، رفاه اقتصادی و عدالت اجتماعی دارد. بر این اساس، بازنگری در سیاست‌های کلان و برنامه‌ریزی برای توسعه شبکه‌های پاک و کارآمد می‌تواند در تقویت امنیت پایدار کشور نقش‌آفرین باشد.

چکیده [English]

This study aims to examine the role of transportation infrastructure in strengthening sustainable security in Iran through a thematic analysis of the statements and policy directives of the Supreme Leader. A total of 41 official documents, including speeches, messages, and policy statements related to national security, socioeconomic development, and environmental protection, were systematically analyzed using thematic analysis.
The findings indicate that transportation networks play a critical role not only in providing operational support for defense forces but also in enhancing economic resilience, reducing regional inequalities, and strengthening the sense of social security. Particular emphasis in the analyzed statements is placed on expanding infrastructure in border regions as a strategic instrument for maintaining national authority and strengthening territorial cohesion. Furthermore, attention to safe and environmentally sustainable transportation is highlighted as an important component of environmental security and public health. The findings also indicate that transportation, as a fundamental pillar of sustainable development, has multidimensional linkages with national security, economic well-being, and social justice. Accordingly, revisiting national-level policies and planning for the development of clean and efficient transportation networks can contribute to strengthening sustainable security in Iran.
