A regulatory sandbox is a controlled environment in which financial and digital innovations are tested for a limited time and scope under the oversight of a competent authority, using conditional exemptions and risk-based supervision to enable safe experimentation. The evidence generated is used to iteratively improve regulation and ease market entry for innovators.This study employs a sequential exploratory mixed-methods design and a comparative multiple-case approach covering the United Kingdom, Singapore, the United Arab Emirates, Estonia, and Australia over 2015–2025. Data were drawn from official documents, international reports, and peer-reviewed literature and validated through thematic analysis, source triangulation, and peer debriefing. The conceptual framework links five components—institutional independence, strategic alignment, staged implementation architecture, smart (data-driven) supervision, and transparent evaluation—to policy outcomes. Using the Best–Worst Method (BWM) for criterion weighting, we find that institutional independence and structural features contribute the most to success, followed by facilitative functions, embedding in national strategies, and evaluation mechanisms. Cross-country comparison indicates that the UK and Singapore have institutionalized the “test-to-rule” cycle; Estonia strengthens legitimacy and institutional learning through its integration with digital government; the UAE delivers rapid, market-level outcomes but faces performance constraints stemming from limited procedural coherence; and Australia’s time/scope caps are associated with more modest institutional effects. The study yields an operational model and testable propositions to inform the design, implementation, and evaluation of regulatory sandboxes
