نقش سرمایه‌گذاری داخلی و خارجی برای توسعه پایدار اقتصادی البرز؛ چالش‌ها و راهکارها در راستای شعار ملی سال ۱۴۰۴

چکیده

این پژوهش با هدف تحلیل تأثیر سرمایه‌گذاری بر ابعاد اقتصادی، اجتماعی و زیست‌محیطی توسعه پایدار، شناسایی موانع پیش‌رو و ارائه راهکارهای عملی انجام شده است. سؤال اصلی پژوهش بررسی چگونگی تأثیر سرمایه‌گذاری داخلی و خارجی بر توسعه پایدار البرز است، و سؤالات فرعی به موانع اقتصادی، حقوقی و سیاسی، سیاست‌های تسهیل‌کننده و نقش نوآوری‌های سبز می‌پردازند. روش‌شناسی پژوهش تحلیلی-توصیفی است و داده‌ها از طریق بررسی اسناد، مصاحبه نیمه‌ساختاریافته با ۲۰ کارشناس و سیاست‌گذار و ۱۵ سرمایه‌گذار (۱۰ داخلی و ۵ خارجی)، و پرسشنامه ساختاریافته با مقیاس لیکرت از ۳۵ پاسخ‌دهنده جمع‌آوری شد. تحلیل کیفی با روش مضمون و نرم‌افزار  NVivo، و تحلیل کمی با آمار توصیفی، آزمون ANOVA و رگرسیون چندگانه در SPSS انجام گردید.
نتایج نشان داد که سرمایه‌گذاری داخلی و خارجی تأثیر مثبت و معناداری بر توسعه پایدار اقتصادی استان البرز دارند. نتایج تحلیل رگرسیون چندگانه (68/0R²=) بیانگر آن است که سرمایه‌گذاری داخلی (45/0β =)  و سرمایه‌گذاری خارجی (32/0β =) به همراه سیاست‌های حمایتی و نوآوری‌های سبز، نقش مؤثری در ارتقای رشد اقتصادی، افزایش اشتغال، بهبود بهره‌وری و تقویت ابعاد توسعه پایدار ایفا می‌کنند. همچنین، موانع اقتصادی، حقوقی و سیاسی، به‌ویژه نوسانات ارزی، پیچیدگی‌های اداری و محدودیت‌های بین‌المللی، از مهم‌ترین عوامل بازدارنده جذب سرمایه‌گذاری شناسایی شدند. راهکارهای پیشنهادی شامل تسهیل مقررات، مشوق‌های مالیاتی، تقویت دیپلماسی اقتصادی و تمرکز بر فناوری‌های سبز است. در نتیجه، با رفع چالش‌ها و اجرای سیاست‌های حمایتی، البرز می‌تواند به الگویی برای توسعه منطقه‌ای تبدیل شود. پیشنهادات شامل ایجاد کارگروه‌های ویژه برای کاهش بوروکراسی و تخصیص بودجه برای زیرساخت‌های سبز است.

چکیده [English]

This study aims to analyze the impact of investment on the economic, social, and environmental dimensions of sustainable development, identify existing barriers, and propose practical solutions. The main research question examines how domestic and foreign investment influence sustainable development, while the sub-questions address economic, legal, and political barriers, facilitating policies, and the role of green innovations. The research methodology is descriptive-analytical. Data were collected through document review, semi-structured interviews with 20 experts and policymakers and 15 investors (10 domestic and 5 foreign), and a structured Likert-scale questionnaire completed by 35 respondents. Qualitative analysis was conducted using thematic analysis in NVivo, and quantitative analysis used descriptive statistics, ANOVA, and multiple regression in SPSS.
The findings revealed that domestic and foreign investment have a significant positive effect on the sustainable economic development of Alborz Province (R² = 0.68). The multiple regression results indicate that domestic investment (β = 0.45) and foreign investment (β = 0.32), along with supportive policies and green innovations, effectively promote economic growth, increase employment, improve productivity, and strengthen the dimensions of sustainable development. Moreover, economic, legal, and political barriers, particularly exchange rate fluctuations, administrative complexities, and international restrictions, were identified as the most significant deterrents to attracting investment. Proposed solutions include regulatory facilitation, tax incentives, strengthening economic diplomacy, and focusing on green technologies. In conclusion, by overcoming challenges and implementing supportive policies, Alborz can become a model for regional development. Recommendations include establishing special task forces to reduce bureaucracy and allocating budgets for green infrastructure.
