Introduction: In the last few decades, the collaborative activities of governmental and state organizations with the public and donors, such as the formation of the School Building and Health Donors' Forum, indicate the capacity and interest of the public to participate in advancing the country's lofty goals. Supporting defense and security is one of the important areas in which the experience of public participation in sacred defense also exists. Therefore, the purpose of this research is to identify the effective factors and implementation considerations for public fundraising for defense projects.
Method: Thematic analysis method is used to identify the effective factors and the focus group to identify implementation considerations.
Findings: The most important factors identified were categorized into the main categories of forming operational structures, support from high-level civil and military levels, presence in upstream documents, transparency and accountability, knowledge-based performance, culture building and public relations, and environmental conditions. Also, the considerations obtained include paying attention to the participation approach instead of financing the budget deficit, developing a culture of participation to support defense and security, taking care not to question Iran's military capability, developing an appropriate model for the ministry in setting up participation-attracting institutions, paying attention to performance and financial reports to participants, and considering preserving the dignity of service recipients. The results show that
Conclusion: public fundraising for defense projects can be a solution for developing the social capital of the armed forces, stabilizing the resources of defense projects, and developing military science and technology.
