Unilateral US sanctions have become one of the most important economic, political and security issues in Iran and some other countries in recent years. From the view of the senior officials of the Treasury Department, the effective and implementation of sanctions requires the fulfillment of the requirements and conditions. Under the terms of the Trump presidency, and considering his approach to increase the use of the arms embargo, sanctions’ requirements have become one of the key issues of national security in the United States. Despite the many discussions that have taken place between scientific theorists and politicians, this concept have not yet been presented in the form of a scientific and analytical model. Obviously, identifying and extracting the sanctions efficiency requirements can be used to weaken and combat with it. Therefore, the present study aims to design a conceptual model for the use of sanctions instruments in advancing US foreign policy goals. The method of qualitative research is based on the secondary grounded theory. For this purpose, the US Department of the Treasury Department's Senior Officials' data has been analyzed in the last ten years.These officials include Stuart Levy, Elizabeth Rosenberg, David Cohen, Adam Jubin, Juan Zarate and Richard Nephew, and the key sanctions imperative has been extracted from their announce or published views. The research findings indicate that the requirements include 25 factors that are divided into three categories of economic, political and cultural-social requirements, and most importantly, the high dependence of the target country and its trading partners in dollars and the American economy.
