Identifying Strategies for Countering the Economic Dimension of Hybrid Warfare against the Islamic Republic of Iran

Abstract

Hybrid warfare is one of the most complex forms of threat to national security. In recent years, Iran has faced various dimensions of hybrid warfare, particularly its economic dimension. This study aims to identify effective strategies for countering the economic threats associated with hybrid warfare against the Islamic Republic of Iran. Existing trends indicate significant vulnerabilities in this area, highlighting the importance of addressing the economic dimension of hybrid warfare. The rationale for this study stems from the lack of systematically developed, scientifically grounded and actionable strategies for countering the economic dimension of hybrid warfare, indicating a significant research gap in this field. Accordingly, this study employs a mixed-methods approach (quantitative-qualitative) to examine the major economic threats associated with hybrid warfare against Iran over the past decade.
Based on the findings obtained from a researcher-developed questionnaire, more than 85% of respondents identified international sanctions, targeted currency warfare, economic instability, supply-chain disruptions, and cyberattacks against financial infrastructure as major economic threats. The findings further indicate that strengthening economic diplomacy, developing alternative markets, establishing alternative financial mechanisms, developing and implementing economic resilience policies with an emphasis on domestic production, reducing dependence on imports, enhancing economic resilience, strengthening cybersecurity across various economic sectors, and educating and raising awareness among economic actors regarding hybrid-warfare threats can constitute key strategies for reducing Iran’s vulnerability to the economic dimension of hybrid warfare. The study emphasizes the need for a comprehensive and multidimensional strategy, supported by effective coordination among government agencies and private-sector institutions.
